Dr. Al-Hamndou Dorsouma is Manager, Climate and Green Growth (PECG2) within the African Development Bank. He leads Bank’s climate policy, climate mainstreaming, and climate finance monitoring agenda, and manages the Bank’s team of Climate Change/Green Growth Specialists based in the Headquarters and Regional Hubs.  

Dr. Dorsouma previously worked for two other international organizations, namely the Observatory of Sahara and Sahel (OSS) in Tunis as Environment and Climate Change Officer and the World Meteorological Organization (WMO) in Geneva as Senior Programme Manager for Resource Mobilization and Development Partnerships. 

National from Chad, Dorsouma holds a Doctorate of Business Administration from the Luxembourg’s Business Science Institute (BSI) and the School of Management of the Jean Moulin University Lyon3, France. He is also a holder of a master’s degree on International Development Studies with focus on Environment Management from the International Senghor University of Alexandria, Egypt, and master in Geography from the University of N’Djamena, Chad. 

Juan Carlos Mendoza is IFAD’s Director for Environment, Climate, Gender, and Social Inclusion where he is responsible for overseeing the implementation of IFAD’s strategy to increase the resilience of rural communities to environmental degradation and climate change impacts and promote more inclusive development pathways that include women, youth and indigenous peoples as agents and beneficiaries of transformational change. 

Before joining IFAD, Juan Carlos worked in international development in multiple international organizations and firms.  This includes serving as Managing Director of the Global Mechanism of the United Nations Convention on Desertification, Senior Advisor to the initial management team that made operational the Green Climate Fund, Senior Director responsible for coordinating KPMG’s work with multilateral development banks and international organization.  Juan Carlos also spent a decade in the World Bank where, among other roles, he managed the Bank’s portfolio in the Pacific Islands and contributed to the resource mobilization processes for IDA, the World Bank’s fund for the poorest countries, and the Green Environment Facility. 

Mr. Mendoza holds a master’s in public policy and a master’s in engineering from, respectively, Georgetown University and the Massachusetts Institute of Technology in the United States. 

Mateo Salomon is leading the coordination of UNDP programming on climate change mitigation, including a portfolio of projects valued at over half a billion USD, encompassing energy access, clean energy transition, energy efficiency and sustainable transport.

Mr. Salomon has over 15 years of experience assisting a wide range of actors from the private and public sector to access, blend, and sequence different sources of climate finance and financial instruments. Prior to re-joining UNDP, he worked as a Principal Executive in the Division of Sustainability, Inclusion, and Climate Change of CAF - Development Bank of Latin America. He also worked as a Trust Fund Appointee for the Inter-American Development Bank (IDB) where he provided policy, technical, and operational support to IDB climate finance operations. He holds a master’s degree in international relations from the Graduate Institute of International and Development Studies (Geneva, Switzerland).

Russell Bishop is Head of Sustainable Finance Policy at the EBRD. As part of the Climate Strategy and Delivery Department. Russell oversees the design and implementation of EBRDs sustainable finance approaches, including the Paris Agreement alignment of all Bank investments and how the bank measures green finance.   

Prior to joining the EBRD Russell led the low-income country programme of the Global Commission on the Economy and Climate as a Senior Research Fellow of the Overseas Development Institute; worked as a Senior Economist at the Global Green Growth Institute (where he worked with the Ethiopian Prime Minister’s Office to prepare the countries national development plan); and held roles in the UK Civil Service at His Majesties Revenue and Customs, The Ministry of Justice and The Committee on Climate Change.
